Former Ramsey County Commissioner Dino Guerin on Tuesday joined the race to replace state Sen. Mee Moua representing St. Paul’s East Side. The now 11-way contest for her seat is shaping up to be a feast of a field for political insiders — and perhaps a sea of confusion for everyone else.
