How can I involuntarily commit someone into a mental health institute in the state of oregon if on drugs?

my mother is either a schizophreniac or on meth… I fear with her longterm prescription drug abuse along with other drugs, she may be losing her mind, she is bi-polar and very unstable… I just want her to be somewhere safe… help me please.
