drug problem how to help or assist?

a very close friend of mine never grew up.. in highschool we use to be close doing all the bad stuff testing things out ect.. well i got out of it but my friend instist on smoking pot. it is killing his motivation, I dont’ think he ever stopped smoking… So I talked to him about it. he says he would like to quit but don’t know how.. the part that shockes me is all throught out this time he always said that it’s not habit/additing.. now he is saying it is.. Then continutes to complain and say he don’t know how to get help.. he came to me asking for help on how to get help without others knowing like his job and family he has insurance tho it’s not the best but he is scared to use the insurance for that due to work and it may not be covered. He has called a few clienics only to find out that rehab cost way to much!
How should i help him what words can i offer him… He is a good friend of mine who seems like he is starting to grow up! Finally…
he can’t afford the rehab we did look but most want like 500 plus bucks!
