What Do You Think Of Mandatory Drug Tests For People Who Want To Conceive?

I am talking about a program that requires you to get drug tested and take a parenting class before you can have a child. There could be a grace period for the parents if they conceive before getting a license to breed. Give them 6 months after they have their baby to do these and if not remove the child from the home. I have much experience with my stepsons mom. She abused meth, ecstasy, cocaine and marijuana and he was removed from her home by CPS and given to us full time. My husbands sister did her meth all through her pregnancies and her kids suffered greatly. My husbands parents were drug addicts as well. Firsthand experience tells me that SOMETHING needs to be done to prevent some people who are too selfish from having children.
I know it is just a pipe dream but one can wish.
