How can i open a substance abuse center for kids?

I live in a suburb of Chicago, we are having some severe issues with our young teens here. It’s something called a “code of silence”, this is when you witness either a local gang member(s) kill or severely beat someone, and you say nothing at all. This is a HUGE PROBLEM! I want to open a substance abuse center for kids, these kids need help! HELP ME HELP THEM PLEASE!
