my friend is in a treatment facility they want to get married to get him out will that work?

ok he is 17 and is a ward of the state of iowa he is in treatment for drug abuse has been gone for 5 months and has a 1yr and a half year old daughter is it possible to get married on an off campus visit to get him out (with his parents permission ) will that work?
