How can I confront a friend about their drug abuse problem?

There are actually two of us who want to confront her about the issue. She’s out of control and throwing her life away, and I’m not talking about a pot head, I’m talking about the kind of drugs that make people’s hearts and brains die. She is surrounded by people who just feed the problem, what should we do?
