If someone is a cocaine smoker and doesn’t get help/ rehab what will happen to them?

What are the effects that cocaine has on a smoker?
And by the way I don’t do drugs, my brother smokes really bad drugs..Like cocaine and pot. He’s twenty one so my parents can’t force him to go to rehab & he doesn’t want to quit…
