are there specifics I need to see in this person before I make accusations? I see the profound weightloss, tooth decay, periods of constant sleep, then constant wakefulness, and the people this person hangs with is a known user? What else do I look for, or is that enough to convict?

Meth users are usually very paranoid–Example–” they see a blinking light in the sky and think the government is spying on them”
Profound weight loss, awake for long periods of time. Obsessive –example– “if they start cleaning the bathroom, they can clean on it for hours and hours”
With the “symptoms” you’ve described added to the fact that they are associating with known users, it looks that way…:(
