What if all appropriate measures are not taken?For instance, a childs mother lets him smoke weed,dcs investigaes and says,dont let your son smoke weed.She says nothing to the son and continues to offer to buy it for him and lets him smoke.They get another complaint from another person,”dont let your child smoke,” and the cycle continues.They dont drug test him or anything.Is there anything a normal citizen can do?Like take dcs to court or something?

First I don’t think what you posted above is an actual law. It sounds much more like a mission statement. But if it is a law the word “should,” instead of “shall,” allows them latitude to do what they think is best and requires nothing.
