Is drug dependence the same as addiction?

Question by Warren: Is drug dependence the same as addiction?
If a Dr prescribes oxycontin for chronic severe disabling pain, should he judge someone as a drug addict? Obviousley anyone who takes opiates long term will become dependant on them. Can action be taken against a Dr for writing a defaming referal, re drug dependence and not include any clinical notes about the pain issue.?
