In the Philippines, almost the PNP couldn’t control demonstrator or even handle a simple crowd control scenario like what happen to QC demolition procedure to dismantle a row of informal settlers in one section of the road, in the end it became unruly and those who are out to be a part of the goverment to destroy the shanties of these illegal squatters are the one who participated in stone-throwning between the residents and the demolition team and guess where the police are? Just covering in one corner of the sidewalk, waiting for everybody to go home or end it by themselves. What a policemen Philippines have huh!
Why can’t the PNP police squad in any demonstration or crowd control unit use “wax bullet” instead of the usual plastic or rubber bullets that are known to lethally injured ordinary civilians. Naturally they are obligated to practice “maximum tolerance” in any given situation but in the long run our police men are the one being beaten in the streets by ruthless people. These are made from paraffin wax, and gun powder are not use but pressed into a cartridge case. So instead of live bullets to disperse the crowd why not wax bullets. They are not lethal and will not penetrate walls. The sensitive parts that could be affected is probably the face but at least the person is still alive.
Also another suggestion, instead of using tear gas in order to immobilize certain individuals or another use for crowd dispersal unit of the police why not use nitrous oxide or what we normally call “laughing gas”. It is known as “laughing gas” due to the euphoric effects of inhaling it, a property that has led to its recreational use as a dissociative anesthetic. It appears to me why watching the animation of “ice age3” when the entire crew were in the mist while scalling they all inhale the fumes but instead they laugh about their inevitable death, so hilarious. Couldn’t imagine if this was the one thrown inside the hostage bus last Aug. 23, all the passengers include Mendoza are laughing inside the bus while poking his gun towards the hostages. There is another one, Sleeping gas is an oneirogenic general anaesthetic that is used to put a subject into a state where they are not conscious of what is happening around them. Incapacitating agent is a related general term for “knockout gases” or “KO gases” that ideally render a person unable to harm themselves or others, regardless of consciousness. We should someone develop more weapons that could save hundreds or probably thousands of lives. But unfortunately, Filipinos are not born scientist.

The PNP and army is ill trained and very poorly led. Those brave men who stormed the bus have my respect but pity as they had no tactical leadership no plan and no hope of success but they did the best they could with what they had. Those men had guts.
Your example to do with the squatters is typical, a chaotic melee with no real plan or leadership. Many times Philippines is kinda like the chaos theory.
The Flash-Bang or pepper spray can be effective if used correctly.
N2O is much heaver than air and would simply fill the lowest place unfortunately anyone in that space would quickly suffocate. Similar Anesthesia gasses would cause suffocation or be a fire hazard unlike what we see in the 007 movies or what ever.
