Do parole boards, judge, & Supreme Court know more about corrections and rehab than Schwarzenegger?

Question by Jennifer: Do parole boards, judge, & Supreme Court know more about corrections and rehab than Schwarzenegger?
Fred McCullough has been imprisoned for ten years beyond his minimum sentence of 15 years in spite of exemplary behavior and participation in numerous rehab programs. He earned his college degree in prison and can become a productive cititzen rather than costing us nearly $ 50K annually to keep him locked up.

When Mr. McCullough was 20 years old, he killed a man for drug money. We certainly have sympathy for the victim. However, keeping Mr. Cullough, now 45, locked away serves no purpose and is not a safety issue.

Schwarzenegger twice denied parole board recommendations to parole Mr. McCullough. A judge ruled that he is not a danger to society. A U.S. Supreme Court justice permitted his release while Schwarzenegger continues to appeal the decision granting parole.

Arnie has little experience in criminology. Do you think he is being wise to disagree with those who do?
