The City of Bullhead City, in Arizona (pop: 40,000) is trying to develop a cost recovery policy for our Parks & Recreation programs. Example: Senior programs recover 40% of the cost (60% subsidized), youth programs recover 25% (75% subsidy), Adult programs recover 75% (25% subsidy).

I’d be interested in hearing how it may work based on different user groups or different programs (parks, rec center, aquatics, etc.).

In response to Allen’s request I’ll try to do a better job of explaining.

For example, if our cost to run a softball tournament is $ 4000 after trophies, lights, field prep, umpires, etc. and our revenues are $ 3000 from team fees, our cost recovery is 75%. Our goal would be to follow that guideline of recovering 75% of our expenses for every adult program.

So my question is as follows: Do any other municipalities have such a policy for cost recovery, and if so, what is it?

I am not sure what your saying here could you explain it better. where are you recovering cost????
